Russell has over 24 years of experience providing and overseeing cost management services including Facilities Conditions Assessments (FCAs). Russell currently serves as Vice President for RIB U.S.COST overseeing day-to-day activities of all off-site estimating staff and managing leading Healthcare and Federal projects. He also performs quality control and quality assurance verifying the estimate satisfies the RIB U.S.COST standard.

Russell has directed and prepared cost management services for new, existing, and special type facilities including civic / community buildings, education buildings, dormitories, libraries, K- 12 schools, garage structures, hospitals, clinics, laboratories, courthouses, airports, hangars, office buildings, warehouses, hardened structures, maintenance shops and other facility types.
